In order to address different contextual requirements, this proposal offers an urban platform which divides the building both morphologically and functionally. Underneath there are a library complex and a multipurpose hall with some commercial units with a large entrance facing the ground level, yet above comprises spaces such as guest house, lecture hall, offices and café. Mentioned raised platform connects to its surroundings by means of inclined surfaces which form urban stairs.
